That means the MCU's new Captain America can take a hit, even if he's thrown his shield. In Falcon & Winter Soldier episode 1, Sam used these wings as a shield he proves able to do the same with these new wings in episode 6, but they seem far more durable, probably made of Vibranium. That was a wise choice, because Sam's wings are both impressive and imposing, giving him such a distinctive profile in the MCU. Captain America: The Winter Soldier rightly abandoned the underarm wings of the comics while Falcon & Winter Soldier could technically have brought them back courtesy of Wakanda, the designers chose to avoid doing so. The wings are the big difference between Sam's comic book costume and his MCU look. The belt buckle has been streamlined a little, so it doesn't dominate the costume in the same way as in the comics, instead ensuring your eye is drawn to the symbol on Sam's chest. It's likely they also incorporate some controls for Redwing and the other drones he's been given by the Wakandans. The new Captain America's goggles are the same, although they have additional sensor capacity in the MCU where the comics just treated them as eye protectors his gloves have been turned into gauntlets, presumably to help Sam catch a heavy shield that's flying toward him at speed. The color scheme, the pattern of the piping, even the style of the logo is incredibly accurate it's simplified a little over the chest, but rightly so because the patterns around the star were a little too complex in the comics. This time round, though, the design is lifted straight from the comics. Marvel Studios may be a lot more willing to do comic-book-accurate costumes than Fox (whose first X-Men film back in 2000 quietly mocked superhero fans for wanting blue spandex), but even Marvel didn't feel the world was ready for a comic accurate Falcon. The government might not have enough of the serum anymore to give Walker powers. The Incredible Hulk made it seem that the serum used on Emil Blonsky was among a limited supply. There's also the possibility that the government is not able to give John Walker the super soldier serum. This could make him more compliant to their orders and further sell him as more of an everyday American who "earned" his stripes. John Walker is an accomplished soldier but he wouldn't be able to stand up to the government on his own. Now that the United States government got to handpick the new Captain America, they could've wanted someone more under their control. Steve Rogers was a fantastic Captain America, but his superpowers also somewhat allowed him to continually go against the government.
